Because of this, the insurance company refuses to negotiate a reasonable settlement and the victim decides that it is not worth the time and money required to pursue the claim further.

Once a victim has wrestled the insurance adjuster and his company on a personal level and had his claim denied, then it is time to decide whether or not to pursue other means of obtaining a settlement. Just because the victim's claim and settlement price has been denied does not necessarily mean that his claim is not very real and worth money.
